Position Overview:
New Ecology, Inc. seeks a Program Manager to lead the Energize Delaware Affordable Multifamily Housing Program and support related initiatives from our Wilmington, Delaware office. This role advances energy efficiency and green building practices in the affordable housing sector, helping to improve housing quality, reduce energy costs, and strengthen climate resilience.
The Program Manager will work closely with building owners, managers, residents, and partners across the housing, energy, and environmental sectors to deliver measurable impact. This position offers a meaningful opportunity to expand New Ecology’s regional programs while contributing to the long-term sustainability and success of affordable multifamily communities.
Responsibilities:
Program Administration & Compliance
Manage all aspects of day-to-day program operation, including contracting, program budgets, forecasts, invoicing, and contract deliverables.
Track key performance metrics (e.g., energy savings, incentives paid, participation levels) and engage team on advancement of impact.
Maintain accurate program documentation for reporting, audit, and evaluation purposes.
Stakeholder & Partner Coordination
Serve as the primary liaison between Energize Delaware, implementation partners, housing owners, and community stakeholders, delivering monthly program updates to Energize Delaware and maintaining regular communication on program impact.
Foster strong relationships with affordable housing developers, owners, and property managers to promote participation.
Collaborate with internal technical experts across engineering, building decarbonization, green building services, and field services staff to ensure smooth program delivery and team resourcing, including weekly status meetings.
Program Design and Project Management
Support program design refinements based on data analysis, market feedback, and policy updates.
Develop and improve processes and systems to enhance program efficiency.
Manage project pipelines and ensure timely completion and incentive disbursement.
Ensure QA/QC procedures are followed and all technical documentation meets program standards for the processing of incentives, program administration fund management, and billing review.
Outreach, Marketing, & Participant Support
Lead outreach and recruitment strategies to engage eligible multifamily properties.
Engage internal teams on project pipeline management.
Oversee creation of marketing and educational materials for community engagement.
Provide responsive and accessible customer service to participating owners and contractors.
Data, Reporting, & Evaluation
Develop and maintain data-driven performance tracking systems (energy savings, budget performance, and stakeholder engagement) in collaboration with other team members;
Other Duties
Perform policy, market, and program analysis to drive continuous improvements in program design, efficiency, scalability, and impact.
Support organizational and program development by representing New Ecology at conferences, identifying grant opportunities, preparing grant proposals and writing case studies to create new opportunities to expand New Ecology’s visibility and impact in the region.
Provide program coordination, including facilitating weekly status meetings and maintaining project milestones and reporting;
Qualifications:
The ideal candidate will have experience in program administration and project management, with the ability to design and sustain effective program systems. Strong communication, stakeholder engagement, and organizational skills are essential, along with the capacity to think strategically—balancing near-term execution with long-term program growth. The candidate should be entrepreneurial, collaborative, and prepared to take on greater responsibility in a dynamic and expanding market. Qualifications include:
Minimum work and education requirements: 5 years of work experience, or a Bachelor’s Degree and 3-5 years of work experience, or a Master’s Degree and 2+ years of work experience in a field that emphasizes a multidisciplinary approach to problem-solving, such as sustainability studies, urban planning, architecture, engineering, business management, environmental sciences, construction or public administration.
An understanding of affordable housing development and asset management, energy efficiency, and/or green building construction and decarbonization within the construction or development sectors preferred;
Demonstrated experience successfully managing program budgets, direct experience with public utility or government incentive program administration preferred;
Ability to communicate complex ideas clearly both orally and in writing including a range of styles such as informational program reports, project case studies, outreach materials, and proposals for grants or competitive projects;
Ability to manage and interpret data and financial calculations, including advanced proficiency in Excel and other data software programs;
Experience reviewing legal contracts, leases, non-disclosure agreements, etc.;
Practical experience designing and maintaining systems that support cross-disciplinary resourcing and execution of program work;
Schedule: Full-time, Exempt (40 hours per week, M-F, 9 am-5 pm)
Compensation: $63,000–$84,000, based on experience and education. The full potential range for this Wilmington, DE–based role is $63,000–$105,000, with typical hires within the lower half and strong potential for performance-based growth.

Work Location: This position is based in Wilmington, DE, serving initiatives from the greater Philadelphia area through Washington, D.C. In-office presence is required two days per week, with regional travel several times per month and occasional evening meetings.
Travel: A valid driver’s license and/or reliable transportation are preferred, as local and regional travel to client sites and partner meetings is routine. Occasional overnight travel is required for conferences and visits to New Ecology’s Boston, MA headquarters.
