About The Policy Team

The Policy team advances clean energy policies and cutting-edge programs that address climate change and improve communities. Policy engages with legislature and regulatory agencies to ensure communities have a choice of energy providers while centering equity and consumer needs.

As a Senior Legislative Manager or Legislative Manager

You will evaluate propose legislation and assess the impact on MCE, recommend MCE positions on issues, and help communicate MCE’s positions in the Legislature and other forums. You have a clear understanding of MCE’s impact on energy-related matters and, at the Senior level, provide recommendations on farthing the impact. You may also be responsible for addressing MCE program or procurement implementation issues that may require regulatory or legislative remedies. As a Legislative Manager you may be assigned to assist in the work of other MCE teams.

You will contribute to joint legislative efforts through the California Community Choice Association (CalCCA). Additionally, the position is responsible for developing and managing relationships with stakeholders across California’s energy policy landscape.

Your work will focus on building and maintaining relationships with stakeholders and advocates, as well as providing subject matter expertise on energy issues, as appropriate. Together with MCE’s contract lobbyists, as the Legislative Manager you will be the first point of contact for staff at the State Capitol. You will work closely with Executives, Leadership, stakeholders; cross-departmentally to understand challenges, issues, and MCE’s position.

Leveling Senior Legislative Manager or Legislative Manager

A Senior Legislative Manager differs from that of a Legislative Manager based on experience, knowledge, and leadership in the field, having a large impact on shaping MCEs legislative direction. The senior level is characterized by strategic foresight, innovative legislative solutions, and a significant network of influence across stakeholders, lobbyists, and decision-makers. The Senior Legislative Manager may be a supervisory position

Key Responsibilities (Illustrative Only)

Develop analyses and policy positions for key legislative issues affecting MCE and CCAs from a result-oriented perspective.
Be the first point of contact for staff at the State Capitol.
Manage legislative priorities and engage in strategic and focused intervention, including drafting position letters and engaging with stakeholders and legislative staff.
Attend hearings and other events around the Capitol, act as the face of MCE, and maintain the Agency’s presence in the room.
Provide updates to Associate General Counsel, General Counsel, Chief Operating Officer, Chief Executive Officer, and Board of Directors, as needed.
Develop, build, and maintain relationships with California energy stakeholders and experts to inform them of MCE policy positions and impacts of proposed policy on MCE and other CCAs.
Support with MCE’s strategic direction, as needed.

Experience/Education

Legislative Manager

A Bachelor’s degree in Public Policy, Economics, Business, Engineering, Public Administration, or a closely related discipline and a minimum of five (5) years of experience in legislative affairs in a related field.

CCA experience is preferred.
A master’s degree in a related field is strongly preferred.

Senior Legislative Manager

A Bachelor’s degree in Public Policy, Economics, Business, Engineering, Public Administration, or a closely related discipline and a minimum of seven+ (7+) years of direct progressively responsible experience in legislative affairs in a related field.

CCA experience is required.
A master’s degree in a related field is strongly preferred.

Knowledge of:

California electric utility sector regulatory issues, Legislative practices, and procedures.
California electric rate design, generation resource planning, demand response solutions, and regulatory landscape.
Relationship management and networking best practices.
Microsoft Office Suite, including Excel, Word, Adobe Acrobat, and PowerPoint.
Depending upon the assignment, principles, and practices in the areas of distributed energy resources, resources, and procurement, or other to-be-determined areas.
Principles and practices of supervision.

Ability to:

Manage multiple priorities and quickly adapt to changing priorities in a fast-paced dynamic environment.
Take responsibility and work independently, as well as coordinate team efforts.

Legislative Manager is $124, 704 – $163,154
Senior Legislative Manager is $150,684 – 189,654
