Job Description
We are seeking a skilled Public Funding Manager to join PSE’s Government Affairs team. We are looking for an innovator to help PSE advance our clean energy transformation through the pursuit and award of public funds.

You will be managing PSE’s public funding portfolio to secure transformational energy and utility funds in PSE’s service and generation territory. You will be working collaboratively and cross-functionally with PSE subject matter experts to identify and pursue federal and state grant opportunities that are aligned with our clean energy goals and business plans.

A skilled applicant will have strong utility and business acumen, project management skills including driving to decisions and execution, and knowledge of the federal and state grant process.

The role will offer broad visibility opportunities including responsibilities to provide comprehensive briefings and disseminate information on opportunities to subject matter expert teams and leadership; and driving cross-functional teams to decisions including submitting final applications for grant opportunities.

Upholds the safety compliance standards inherent to PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.
Job Responsibilities
Researches, understands and tracks current and future funding opportunities (grants, loans, revolving funds, etc.) at federal and state agencies for both PSE and our customers.
Leads the grant submission application process from start to finish, with a strong emphasis on persuasive writing and editing skills. Utilizes data to be included as part of the competitive grant application process.
Clearly communicates public funding opportunities and deadlines to the appropriate internal subject matter experts and departments.
Draws on utility business acumen, assesses opportunities and identifies priority funding streams that align with PSE’s business plan and goals.
Works collaboratively with internal and external parties to incorporate various perspectives, drive to consensus, and form partnerships.
Demonstrates sound judgement and make clear recommendations to PSE leadership on which funding opportunities should be pursued.
Evaluates grants and identify partners, customers, or coalitions who could utilize grants.
Performs other duties as assigned.
Minimum Qualifications
Bachelor’s degree in business, political science, communications or equivalent combination of education and/or work experience.
At least seven years of direct experience working in grant writing, public policy or experience in the utility industry.
Strong research skills and writing experience.
Ability to read through and triage complex federal and state funding announcements and application processes.
Drives toward decision making and executing on a plan, sometimes under tight deadlines.
Excellent written and verbal communications skills.
Demonstrates analytical, capacity building and problem solving skills.
Desired Qualifications
A Juris Doctor (JD), MBA or advanced degree in public policy.
Technical or grant writing experience.
Working knowledge of political, legislative and regulatory processes.

The pay range for this position is $101,000.00 – $168,200.00, and this position is eligible for annual goals based incentive bonuses.
