Senior Customer Programs Manager (Temporary) Six Month Position
Anticipated Start Date December 1, 2025 – End Date is Dependent on Start Date
About Customer Programs (CP)
The Customer Programs team implements a suite of programs with the goals of helping MCE’s customers save money and energy, electrify their homes and vehicles, and shift their electricity usage to times when prices are lowest and renewable energy is most abundant. These programs offer customers rebates, monthly bill credits, technical assistance and project management support and in some cases, no-cost upgrades. MCE’s programs have been supporting customers since 2013.
The Customer Programs Department consists of the following teams: CP Residential, of which this position would be a part, CP Non-Residential, CP Energy Storage, and CP Compliance Operations & Reporting.
As a Senior Customer Programs Manager
As a Senior Customer Programs Manager you will support the development, implementation, administration, and coordination of demand-side management programs. Your work will ensure MCE’s programs achieve strategic objectives and priorities by performing such duties as program goal setting, evaluating and developing new business and partnership opportunities, managing activities of implementers, tracking program data,and/or interacting with the other MCE departments.
Key Responsibilities (Illustrative Only)
Maintains expertise in industry trends and innovations around energy efficiency and demand-side management programs and incorporates new ideas when appropriate.
Maintains professional and productive relationships with relevant, local industry groups and community organizations.
Manages and implements energy efficiency or other demand-side management programs.
Analyzes program compliance with regulatory requirements and internal policy objectives.
Tracks program metrics to understand program performance, including customer satisfaction, and makes recommendations for program improvements.
Manages contracts with program implementers and supports program implementers in executing program strategies, including occasional time in the field.
Assists in the development and administration of fiscally responsible program budgets.
Coordinates with internal staff to ensure proper data collection strategies are deployed to support timely and accurate program reporting.
Ensures that work in assigned areas complies with MCE policies, practices, and procedures as well as operational standards.
Qualifications
Required
Strong understanding of program compliance and reporting requirements across federal, state, and local grant programs.
Experience with program management software and data tracking systems to monitor program and grant activities and ensure compliance.
Knowledge of accounting best practices related to industry-regulated programs, including budget tracking, expense allocation, and financial reporting.
Strong technical and analytical skills to assess regulatory requirements and industry best practices related to program and grant compliance and administration.
Familiarity with grant and project management best practices, including lifecycle management, risk assessment, and performance tracking.
Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint), with the ability to analyze and create professional reports.
Education/Experience
Any combination of education and experience would provide the knowledge and skills required to perform the duties of the position. A Bachelor’s Degree in business administration, public administration, engineering, environmental science, green building, or a closely related field.
At least six (6) years of progressively responsible experience at an electric utility, local government agency or private company that provides energy efficiency program services and experience working with diverse communities and vulnerable customers.
A Master’s degree in a related field may be substituted for up to two (2) years of experience.
A plus if you have management experience in the coordination and implementation of energy efficiency programs and experience in negotiating contracts.
Knowledge Of
Goals and mission of MCE and Community Choice Aggregation programs and state and federal energy regulations.
Energy efficiency, demand response, and/or electrification programs and technologies
California ratepayer funded energy efficiency and electrification program policies and procedures.
Principles and practices of program management and business decision-making processes.
Program budget development and administration
Understanding of industry analytical tools including CPUC’s Cost Effectiveness Tool and the DEER Database are desirable.
Ability to
Support the development of innovative and practical solutions to demand side management issues within MCE’s service area.
Develop and administer program budgets.
Support the effective operation of assigned programs and suggest new or revised policies and procedures to address issues as they arise.
Negotiate and/or process contracts and related documents.
Use metrics to validate program impacts.
Understand financial incentives and recommend incentive design.
Manage multiple priorities and quickly adapt to changing priorities in a fast-paced dynamic environment.
Take responsibility and work independently, as well as coordinate team efforts.
Interact effectively with all internal and external stakeholders at MCE

Starting Salary Range for the Senior Customer Programs Manager is $61.66 – $80.67 per hour.
