The Labor Payroll & Compliance Specialist is responsible for ensuring accurate, timely, and compliant labor payroll reporting under U.S. and Canadian prevailing wage requirements, including the Inflation Reduction Act (IRA), while supporting compliance with foreign investment regulations governed by CFIUS. This role audits and monitors payroll documentation, coordinates with internal teams and subcontractors, and submits required compliance packages to external stakeholders. The Specialist plays a critical role in maintaining transparency, accuracy, and responsiveness in all labor and compliance processes.

This position requires a detail-oriented, highly organized professional with strong analytical skills, technical proficiency in payroll and compliance systems, and the ability to collaborate with internal teams, subcontractors, and external clients.

Responsibilities
Prevailing Wage Compliance (U.S. – IRA & Canada)
· Monitor compliance with prevailing wage standards under the U.S. IRA and applicable Canadian federal and provincial regulations.
· Audit certified payroll reports, timesheets, apprenticeship participation, and fringe benefit documentation from employees and subcontractors.
· Prepare and submit prevailing wage compliance packages to external customers in accordance with project-specific requirements and timelines.
· Maintain accurate logs of submissions, corrections, and follow-ups for audit and quality control purposes.
· Communicate with project managers, subcontractors, and clients to resolve discrepancies or respond to wage-related inquiries.
· Stay current on wage rate updates and jurisdictional requirements in both the U.S. and Canada.

CFIUS Compliance
· Assist with due diligence processes related to foreign ownership, control, or influence (FOCI).
· Prepare, review, and track CFIUS notices and documentation in coordination with legal counsel.
· Maintain centralized records of CFIUS submissions, correspondence, and approvals.
· Support the development and implementation of internal policies and procedures related to foreign investment compliance.
· Monitor changes in U.S. foreign investment law and assess implications for ongoing projects.

General Compliance & Reporting
· Ensure all prevailing wage and CFIUS documentation is organized, complete, and audit-ready.
· Prepare compliance summaries, reports, and dashboards for stakeholders and leadership.
· Support internal and external audits and customer-led compliance reviews.
· Identify recurring issues or process gaps and recommend solutions to improve efficiency and accuracy.
· Maintain strong documentation and recordkeeping practices to ensure transparency and accountability.

Qualifications
Education & Experience:
· Bachelor’s degree in Business, Compliance, Public Administration, or a related field (or equivalent experience).
· 1+ years of experience in labor compliance, payroll auditing, or government contracting.
· Experience with IRA-related wage compliance and/or Canadian prevailing wage laws preferred.
· Familiarity with CFIUS regulations is a plus.

Skills & Competencies:
· Strong auditing, documentation, and data analysis skills with high attention to detail.
· Knowledge of prevailing wage concepts, certified payrolls, and apprenticeship tracking.
· Ability to manage customer-facing compliance communications professionally and accurately.
· Excellent organizational, time management, and reporting skills.
· Proficient in Microsoft Excel, document management systems, and labor compliance platforms (e.g., LCPtracker, Elation).
· Strong communication, collaboration, and problem-solving abilities.
